I have the honor to inform Your Excellency that I have received a despatch from Me Consul Macgregor at Canton, detailing a mou atrocious outrage and insult committed by some of the Chinese people agorinst Her Majesty's bee Consul and tive other Official gentlemen. The Consul informs
